Our preferred way of create menu items for new pages:

• you'd have to choose a parent item
• the default parent item should be empty so you'd have to choose a different one
• if this is impossible, we could have a default parent item like "new pages". In the later workflow editors would have a look at those pages and change the parent menu item to a convenient one.

For the content type "basic page" I created a default parent item in the main menu. It's called new pages. For other content types, we'll see what we need.
