Description
The toolbar on the right panel for Notes topic type scrolls beyond visible view.
Steps to reproduce.
1>. Create a new topic of type "Notes"
2>. Insert text sufficient larger than the edit window -- basically fill up the edit window
3>. The toolbar (consisting of text format, links, list items etc) scrolls beyond visible view.
Expected behavior would be to have the text scroll within a sub-window but the toolbar should always remain in view.

In the course of developing DM4.2 we experimented with CKEditor's new inline mode which provides a floating toolbar which is always visible. However we reverted to classic framed mode due to usability concerns. Once these are solved we will switch to inline editing and the floating toolbar. See #585.
100% agree.
Will be fixed (very likely) in the next release.
