Drupal admin: doubled menu bar obscures cancel button

Description

When I log into Drupal the admin toolbar appears twice!
Thus, for some overlays their cancel button is not reachable as it is obscured by the 2nd menu bar (see screenshot).
Working is hindered.

How can I reach the cancel button?
Why does the toolbar appears twice?

Actually I still see the admin toolbar twice.
But I unchecked this setting a week ago:
Configuration -> Administration Menu -> Keep menu at top of page
This way the *upper* admin menu moves away when the page is scrolled down (while the *lower* admin menu clone stays in place). Thus, I can reach the overlay's (formerly obscured) cancel button by positioning the scrollbar in a way the cancel button appears just in the gap that is now freed.
This worked for me.

However, currently this workaround doesn't work anymore.
The *upper* admin menu stays in place while page scrolling (as a week ago).
The "Keep menu at top of page" setting is still unchecked.
So I don't know why the old menu behavior occurs again.
It seems something has changed meanwhile.
(I recognize the menu's Tasks and Index items moved from left to right.)

So, no solution for the moment. Sorry.

changed permissions so that nobody makes use of the so called "administration toolbar"
