add DeepaMehta mailing lists to GMANE

We want to add the devel and user list to GMANE, so that the lists can be viewed on the web and that people can send messages to the list on the web.

I have configured the lists at gmane. It may need further approval through the list administrator.

The mailinglists were accepted by GMANE (after at least 6 weeks of waiting for a reply):
