blocking access for an existing "user account" without deleting it

Description
this shall be part of the deepamehta-4.2 core.
Just an "admin" shall be able to "Block" any "User Account", e.g. due to bad behaviour of the identity (system or person) behind this "user account".
"Admin" shall be able to do so via the deepamehta-webclient.
By default any new "User account" created by "admin" should be "not blocked" by default.

"Blocking" a "User Account" (resp. "User Identity") means that it should be impossible for the designated "User" to login to a DeepaMehta installation when using a regular authentication dialog.
