Disable login on localhost

As a user and system administrator I would like to access DM4 on/from localhost without authentication. This is very simmilar to likewise behaviour of other software (e.g. MySQL).

This option should be configurable within an external config file. The default should be that authentication from localhost is disabled. This includes that in a single user environment on localhost one would not need to authenticate. It also includes that on server side one could easily access and modify the DM4 instance as a system user on localhost (the server). This is often required for scipted manipulation of the software.
