How to setup editable topics in the "System" workspace for "admin"

Description
.. since i cannot setCreator, setOwner and ACL anymore via the ACL service one must assig all custom configuration topics (introduced via a declarative migration) to the "System" worskpace using the WorkspaceService? in a migration.
Now having done so, being logged in as "admin" to the webclient on a dm4.6 standard installation, i can not find an "Edit" button when reavealing that (composite) configuration topic.
Could this have to do something with all the composites child topics not being assigned to the system workspace?

Solved. The sign-up plugin still made use of the dm4c.has_create_permission() function which (is non existent anymore and) in turn interrupted page panel rendering.
And no: ChildTopics? must not all be assigned to the "System"-workspace to be user editable (if their composite, parent is).
