Description

... if the config property dm4.security.new_accounts_are_enabled is set to false before the first launch of DM 4.7. Default is true. Applies to both: upgrade and clean install.

Access Control: fix "Login enabled" config (#849).

When installing DM 4.7 the "admin" account is enabled for sure, regardless of the dm4.security.new_accounts_are_enabled configuration.
